Anar Gabil oglu Karimov was born in 1977 in Fizuli region of the Republic of Azerbaijan. He graduated from Baku State University in 1998 with BA degree on Middle East and Oriental Studies and obtained MA degree in 2003 on International Relations and Diplomacy at the State Academy of Public Administration under the President of the Republic of Azerbaijan. Mr. Karimov attended diplomacy courses in Iraq (Al-Mustansiriyah University), Egypt (Institute of Diplomatic Studies), Austria (Vienna Diplomatic Academy), Italy (San Remo International Institute of Humanitarian Law), Poland (ICRC) and etc.
Anar Karimov started diplomatic career in 2000 as a desk-officer, attaché, third secretary in Department of Human Rights, Democratization and Humanitarian Affairs of the Ministry of Foreign Affairs of the Republic of Azerbaijan.
From 2004 to 2008 he worked at the Embassy of Azerbaijan to the Kingdom of Belgium and Mission to the European Union in Brussels, Belgium.
From 2008 to 2009 he worked as the First Secretary at the Department of Humanitarian and Social Affairs of the Ministry of Foreign Affairs.
From 2010-2014 Mr. Anar Karimov worked as the Counsellor, Deputy Permanent Delegate, Chargé d'Affaires of the Permanent Delegation of the Republic of Azerbaijan to UNESCO.
In May 23rd 2014 he was appointed Ambassador, Permanent Delegate of the Republic of Azerbaijan to UNESCO.
On July 9, 2019, A.Karimov was conferred the rank of Ambassador Extraordinary and Plenipotentiary by the Order of the President of the Republic of Azerbaijan.
On August 1, 2019, by the Order of the President of the Republic of Azerbaijan he was awarded the Order "For Service to the Motherland" of the 3rd degree.
On July 20, 2020 by the Order of the President of the Republic of Azerbaijan he was appointed as First Vice-Minister of Culture / Acting Minister a.i of the Republic of Azerbaijan.
On January 5, 2021 by the Order of the President of the Republic of Azerbaijan he was appointed Minister for Culture of the Republic of Azerbaijan.
Mr. Karimov is fluent in English, Russian and French.
Vagif Aliyev was born on June 17 1953. Graduated from physics department of Azerbaijan State University in 1975. In years 1975-1982, worked as engineer, junior scientific worker, team leader, chief master at Azerbaijan National Academy of Sciences Natural Resources Cosmic Researches Institute. In years 1982-1988, secretariat of Azerbaijan State University komsomol committee, years 1988-1994, head master at BSU physics department.
In years 1994-2003, worked as the 1st deputy of minister of youth and sport, and in years 2001-2003, worked as the 1st deputy of minister of youth, sport and tourism. Held the position of head of Sumgait city Executive Power from 2003 to 2011. Pursuant to the instruction signed by President Ilham Aliyev on February 18 2011, Vagif Aliyev was appointed the first deputy of the minister of culture and tourism. PhD in Physics-math. sciences. (1980).
Sevda Yusuf gizi Mammadaliyeva was born in an academician family in Baku city. Graduated from Baku state University with diploma of distinction. Upon post-graduate studies from the National Academy of Sciences, initially worked as a junior scientific worker at the scientific-research institutes of the Academy and then senior scientific worker.
Began pedagogical work at Azerbaijan Architecture and Construction University followed by associate professor, professor, department head from 1983.
PhD degree, professor.
Elected correspondent member of Azerbaijan Academy of National Sciences in "Philosophy" discipline in 2001.
Took part at 1998 presidential elections as Heydar Aliyev's attorney.
Deputy minister of Azerbaijan Republic from 1999, deputy minister of culture and tourism from 2006.
In 1999, member of Managerial Committee on Culture of he European Council, Bureau member of Managerial Comimttee on Culture of the European Council. Since 1999 she has been representing Azerbaijan at EU Culture, Heritage, Landscape Manager.
National coordinator of the ministry of EU "STAGE" and ""Kiev Initiative Regional Program", as well as UNESCO "Cultural diversity", "culture observatory of GUAM countries" , EU East Partnership and EC "People of Art for dialogue" programs.
From 2010, head of International workers' team of World Intercultural Dialogue Forum, deputy chief of Organizational committee of UNESCO Intergovernmental Committee on non-material cultural heritage, 8th Session.
Represented Azerbaijan at more than 100 international symposiums, forums and conferences held in Azerbaijan and foreign countries, including also UN, UNESCO, ISESCO, TURKSOY, CIS, GUAM, European Council headquarters and committees.

Deputy chairman of scientific, methodological, and publicist journal editorial board of "Modern culture study" included in the listing of publications by Supreme Attestation Board, member of editorial board of the scientific journal titled "Tourism and hospitability researches" published by the Azerbaijan Tourism Institute..
"Ashug art", "Novruz Holiday ( multinational dossier), "Carpet-weaving art", " Tar performance art" files included in the Representative Listing of UNESCO's Non-material Cultural Heritage as well as "Chovgan Karabakh horse game" included in Non-material Cultural Heritage in Need of Urgent Protection have been developed under S. Mammadaliyeva's leadership.
In 2005, she was awarded with medal of French Science Society.
In 2008, conferred upon the officer order "For services in art and Literary area" of French Republic and in 2013, "Honor" order of Italian Republic.
